PSA Work to Rule in DET & TAFE

Today a Work to Rule campaign In TAFE and the Department of Education and Training was authorized by PSA General Secretary, Maurie O'Sullivan, and PSA President, Sue Walsh after the DET management again demonstrated its unwillingness to consult and negotiate

A rally of 300 PSA members in Farrer Place (outside DET Head Office) today voted to work to rule. Numerous meetings of PSA and Teachers Fed members around the state have included Work to Rule in their lists of recommendations for action. Accordingly the PSA Working Party on the jobs and services cuts recommended that a Work to Rule by implemented.

All members have been instructed to "work to rule" immediately.

The Teachers Federation will be telling their members to support the PSA members. They have already placed bans in Ministerials (i.e. request for information or letters from the by the Minister).

There will be many more meetings of workplaces in DET & TAFE to consider further industrial action. Some will be joint PSA/Teachers fed meetings.

This work to rule action (and other actions as they are authorised) will continue until the Department agrees to a satisfactory consultative model. Proper consultation is an important step in stopping this irrational job cuts plan.

The Farrer Place members RESOLVED:

"That until the Department agrees to a Consultative Model that is satisfactory to the PSA, members will work to rule and meetings of members will continue across the state to consider and implement further industrial action."

WORK TO RULE MEANS:

  • Hours - members are to work to their contract hours. Anything outside is only to acquire the necessary hours to accrue a flex day.
  • Rostered Days Off that are due are to be taken.
  • Members are not to work outside of their statements of duties or position description.
  • Ban on Ministerials and Managing Director's letters.
  • No goodwill to DET & TAFE management.
  • Members are only to do their job. Not the work of vacant positions or additional special projects.
  • Participation in workplace committees is suspended. Occupational Health and Safety and the Cash Handling Committee are exempted.
  • Lunch breaks and computer breaks are mandatory away from the workplace.
  • Non-cooperation of members in the meeting with management to consider or contribute to the Lifelong Learning plan or Corporate Services Review. It is imperative that the PSA secures a consultative model which includes the union. To participate in planning the new order only serves to undermine our position.
  • Members of the Teachers Federation have also placed bans on Ministerials and will only be providing services to schools/TAFE.
